Sir, ideally re-registration should be initiated before expiry of vehicle RC. In some cases RTOs allow a grace period of 1 year to apply for life extension of vehicle. If you want to extend the life of vehicle with CG registration you need to contact concerned RTO in CG. Otherwise scrapping the vehicle will be only option. If you could get NOC from CG, you can try re-registration in some states like J&K where vehicle more than 15 years old are allowed.
